Dung Quat refinery (No.1 – the first oil refinery in Vietnam) was planned in January 1998 when the Vietnamese Ministry of Planning and Investment, keen to have domestic refining capability, granted approval for an oil refinery in the central Quang Ngaoi region of Vietnam.
